House Concurrent Resolutions
HCR 7, sponsored by Rep. Walton Gray (D-81), encourages the Missouri Veterans Commission to work with the United States Department of Veterans Affairs to address the needs of women veterans and formally honors the heroic service of women veterans.
HCR 11, sponsored by Rep. Jerry Nolte (R-33), urges Congress to designate the Liberty Memorial at the National World War I Museum in Kansas City as the National World War I Memorial.
HCR 15, sponsored by Rep. Mike Brown (D-50), designates November 13, 2011, as "Buck O'Neil Day" in Missouri in honor of the first African-American coach in Major League Baseball.
HCR 17, sponsored by Rep. Ed Schieffer (D-11), urges the United States Congress to support a comprehensive plan for flood control on the Upper Mississippi River Basin.
HCR 34, sponsored by Rep. Kent Hampton (R-163), urges the United States Forest Service to amend or rescind the Travel Management Rule which restricts motor vehicle access in Mark Twain National Forest.
The “Tentative” Week Ahead
House Bills for Perfection (tentatively for today and in the days ahead this week)
HCS HB 546, sponsored by Rep. John Diehl (R-87), would require the Missouri Housing Development Commission to be located in Cole County and its executive director or chief executive officer must live within a 40 mile radius of Jefferson City.
HCS HB 28, sponsored by Rep. David Sater (R-68), is scheduled to be perfected this week. This bill would prohibit a non-physician from prescribing an abortion-inducing drug and gives pharmacist the right to not carry these drugs. We should not be forcing pharmacies to carry any drugs they do not want to carry.
HCS HB 192, which I sponsored, is scheduled to be perfected this week. This bill allows for the transfer of tires (in state possession) to a private entity for the purpose of proper disposal or recycle, requires the board of trustees of the petroleum storage tank insurance fund to hold public hearings to determine whether or not to create and fund an underground storage tank operator training program, and eliminates the use of manufacturer’s expiration date on motor fuel pump nozzles, hoses, and hose breakaway equipment as the only factor in determining their repair or replacement. This is a bill that reduces government regulation and intrusion and helps support Missouri industry and small businesses.
HCS HB 336, sponsored by Rep. Eric Burlison (R-136), is scheduled to be perfected this week. This bill authorizes an income tax credit for the eligible costs of bringing certain sporting events to Missouri. By incentivizing such endeavors, the result is increased activity for Missouri businesses and increased revenue to the state.
HB 458, sponsored by Rep. Tom Loehner (R-112), is scheduled to be perfected this week. This bill establishes the Missouri Farmland Trust Act to receive donated land, preserve it as farmland, and allows the land to be farmed by leasing it to beginning farmers.
HCS HB 470 and 429, sponsored by Rep. Doug Funderburk (R-12), is scheduled to be perfected this week. This bill changes the laws governing nonresident entertainer and professional athletic team income taxes.
HB 490, sponsored by Rep. John Diehl (R-87), is scheduled to be perfected this week. This bill would eliminate the requirement of certificates of value which have created problems with the buying and selling of homes and caused a rapid increase in inaccurate assessments.
HCS HB 641, sponsored by Rep. Ward Franz (R-151), is scheduled to be perfected this week. This bill would add any synthetic compound acting as cannabinoid receptors to the list of controlled substances.
HCS HB 468, sponsored by Rep. John Diehl (R-87), is scheduled to be perfected this week. This bill would improve the business environment in Missouri for the science and technology industry. Science and technology corporations locating in Missouri would create jobs and increase needed revenue to the state.
HCS HB 473, sponsored by Rep. Tishaura Jones (D-63), is scheduled to be perfected this week. This bill establishes the Missouri Charter Public School Commission and regulates the operation of public charter schools in certain districts. The idea is to give options to students and help improve school district performance.
House Joint Resolutions for Perfection: TENTATIVE
HCS HJR 3, sponsored by Rep. Tom Loehner (R-112), is scheduled to be perfected this week. This resolution mirrors HB 100 except it calls for amending the Missouri Constitution to solidify the rights of Missouri farmers to raise their livestock without the state imposing any undue burdens or regulations.
HCS HJR 8, sponsored by Rep. Andrew Koenig (R-88), is scheduled to be perfected this week. Upon approval by the voters, this would amend the state constitution and change our tax system to a consumption tax. In this way, prosperity can no longer be penalized by the current inequality woven into our graduated regressive tax system; instead consumers are taxed on consumption. This philosophical change in our tax system would support growth in Missouri’s economy and would greatly support Missouri small businesses and families and remove unnecessary burdens of excessive, complicated taxation. More economic freedom for all would arguably follow.
